The North Central Kansas Healthcare Coalition (NCKSHCC) includes the following twelve Kansas counties: Clay, Cloud, Dickinson, Ellsworth, Jewell, Lincoln, Mitchell, Osborne, Ottawa, Republic, Saline, Smith.
We are a collaborative network of healthcare organizations, and their respective public and private sector response partners, that serve as a multi-agency coordinating group to enhance healthcare system preparedness, response, recovery, and mitigation activities.
In other words, Healthcare Coalitions (HCC) are healthcare system partners that come together to plan strategies for responding to local events. Healthcare Coalitions train and exercise together to maximize local capabilities related to disaster planning, response, recovery and mitigation.
The development and sustainment of the NCKSHCC Coalition is a federal initiative and a requirement of the Healthcare Preparedness Program (HPP) Cooperative Agreement funded by the Health & Human Services (HHS), Assistant Secretary for Preparedness and Response (ASPR).
The purpose of HCCs is to ensure local healthcare partners plan collaboratively for the risks facing their community and identify available local resources.
NCKSHCC also encourages the involvement of local, community-based partners. These memberships are crucial for ensuring the coordination of preparedness, response, recovery, and mitigation activities. Essential partner members include the following seventeen CMS healthcare provider types:
Membership in the Coalition is open to all North Central Kansas CMS provider types who agree to work collaboratively and coordinate prevention, mitigation, preparedness, response and recovery activities.

An active member in good standing will be listed in the member directory and have member-only website access. If you lose active member in good standing status, you must reapply for membership.

- Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID)
- Home Health Agency (HHA)
- Comprehensive Outpatient Rehabilitation Center (CORF)
- Critical Access Hospital (CAH)
- Clinic, Rehabilitation Agency, and Public Health Agency as Provider of Outpatient Physical Therapy and Speech-Language Pathology Services
- Community Mental Health Center (CMHC)
- Organ Procurement Organization (OPO)
- Rural Health Clinic (RHC)
- Federally Qualified Health Center (FQHC)
- End-Stage Renal Disease (RSRD) Facility
Membership in the Coalition is open to all North Central Kansas CMS provider types who agree to work collaboratively and coordinate prevention, mitigation, preparedness, response and recovery activities.
Responsibilities of Active Membership:
- Attend three of the four regularly scheduled Coalition meetings per year in person, via conference call, webinar or by Designee. A designation letter must be provided to the NCK Readiness & Response Coordinator or Chair at least once per budget period or earlier if changes occur in designee appointment.
- Participate in collaborative regional preparedness planning.
- Participate in the development of surge capacity plans, inter-organizational agreements, and collaborative emergency response plans.
- Contribute to meeting coalition priorities, goals, and contractual deliverables.
- Work collaboratively with other members during regional emergencies and disasters.
- Maintain upkeep and/or maintenance of Coalition and/or organizational resources that have been assigned, shared, or borrowed. Assigned, shared, or borrowed resources will be made available for contract verification purposes per federal and state grant guidelines.
- Caucus Representatives are responsible to query and report to their membership regarding matters up for vote and the vote result, to include forwarding NCKHCC business to their caucus.
