Bio
Heather Penney is best known for her service on 9/11. Today, she is a senior resident fellow for the Mitchell Institute for Aerospace Studies, where she conducts extensive research on cutting edge defense policy with a focus on the leveraging the critical advantage that only aerospace power affords. Prior to joining Mitchell, she worked over a decade in the defense industry focused on defense budgets, supporting program execution, and capture campaign management. She served in the D.C. Air National Guard flying F-16s and G-100s; she has also served in the Air Force Reserve in the National Military Command Center. She is co-founder of Athena’s Voice, and serves as a Director of the Board for the Experimental Aircraft Association and Chair of EAA’s Women Soar Society. She received her undergraduate degree from Purdue University, majoring in English with a minor in Philosophy; and earned her Master of Arts in American Studies from Purdue University as well. She continues to fly vintage aircraft, has raced jets, and tours with the Collings Foundation. |
Lisa TeachmanKSN CHIEF METEOROLOGIST
Bio
Emmy Award-winning meteorologist Lisa Teachman is Chief Meteorologist of the KSN Storm Track 3 Weather Team. Born and raised in the Wichita suburb of Haysville, Ms. Teachman is excited and proud to return to her hometown. KSNW-TV is where she began her broadcasting career in 1996 as a meteorology intern under the leadership of the station’s former Chief Meteorologist, Dave Freeman, who retired in May 2017. Upon completing her undergraduate studies at Wichita State University and Mississippi State University, Lisa went on to serve weather teams in Huntington, WV; Baltimore, MD; and Kansas City, MO. Ms. Teachman has earned the American Meteorological Society “Seal of Approval”. In 2018, she was recognized by the Kansas Association of Broadcasters for having the best weathercast in Wichita. She brings nearly 20 years of professional experience to her role at KSN News 3, including 10 years of forecasting severe weather in Kansas and Missouri. In 2011, she reported live from Joplin in the hours following the catastrophic EF5 tornado that struck the city. She saw her first tornado in Moundridge, KS, in 2012. Her passion for meteorology began in her youth. Her father is a Radio Amateur Civil Emergency Service volunteer, assisting in emergency communications for Sedgwick County. Her hometown was hit twice by devastating tornadoes in 1991 and 1999. In her spare time, you’ll find Lisa taking her 3 dogs for long walks with her husband. She also loves country music and eating as much BBQ as she can! |
Steven R. ShaumeyerBattalion Chief – Professional Development, Kansas City Missouri Fire Department
Bio
Steven has been in the fire and emergency services for over 30 years. He has experience in various leadership positions within; volunteer, combination, and career organizations that have provided service to very diverse communities. These experiences have made him a well-rounded leader in today's all hazards emergency service organizations. Steven has an extensive history of large-scale incident command to include planning and command roles in one world series celebration, three Super Bowl celebrations, an NFL draft, other large emergency incidents. He has an extensive education which includes an IFSAC accredited AA in Fire Science and Administration from Johnson County Community College. He holds a BA in Management and Human Relations from MidAmerica Nazarene University. He has obtained a Master's in Public Administration from the University of Kansas. This program is recognized as one of the nation’s best public administration programs. Additionally, He also has graduated from the National Fire Academy Executive Fire Officer Program. Finally, he holds the designation of Chief Fire Officer from the Center for Public Safety Excellence. Steven holds IFSAC, certifications as Fire Officer I and II, Fire Instructor I and II, Incident Safety Officer, Fire Inspector I, Driver / Operator, Firefighter I and II, Haz-Mat Awareness, and Operations. He is certified as an EMT-B in Kansas, and Missouri. He has completed NIMS 700, 800, 100, 200, 300 and 400. He also has attended many NFA courses including the NFA Leadership series, MICTO, STICTO, Command and Control, and Leading in Diverse Communities. As a fire service professional, he tries to be an example of innovative public service. He employs a strong core value system by using the values; serve the people, treat everyone with respect, and continually hone your craft. |
Jim Bodenheimer10-33 Foundation Executive Director
Bio
Jim Bodenheimer, Bodie, has more than 49 years’ experience as a First Responder and member of the military. He has worked as a career Firefighter, Police Officer, and EMT. He is a military Master Instructor and a helicopter Master Aviator. Upon retirement from the Army, he joined the Winchester Volunteer Fire Department and is an EMT. Bodie worked with Dawn Ptaschek to bring the 10-33 Foundation to Kansas in 2014. He has been the state manager for 10-33 since 2017, conducting numerous debriefings, defusings, and individual interventions among First Responders. He became the National Director on January 1st of this year. Bodie is trained and nationally certified through the International Crisis Incident Stress Foundation to conduct Individual and Group Interventions as well as Mental Health First Aid. In addition to his mental health, EMT and Firefighter certifications, Bodie holds a Master’s in Business Administration, a Bachelor’s of Science in Business Management and is a Graduate from both the US Army Command & General Staff College and National Joint Service College. |
Troy ArmstrongDirector of Emergency Medical Services

Troy Armstrong serves as a dedicated leader in the field of emergency medical services, bringing a wealth of knowledge and expertise to his role as the Director of EMS for Anderson County. Troy's educational background includes holding a Master of Science in Management and Leadership, a Bachelor of Science in Emergency Services Management, and an Associate of Applied Science in Emergency Medical Services. Additionally, he has earned a Certificate in EMS Management, further solidifying his commitment to professional development in emergency services. In recognition of his contributions to the field, Troy holds Fellow status with the American College of Paramedic Executives, reflecting his outstanding dedication and achievements in paramedicine. He is also a registered diplomate of the American Board of Medicolegal Death Investigators, showcasing his specialized knowledge in the critical area of medicolegal death investigations. Troy is an active member of several specialized response teams, including the Kansas Major Emergency Response Group, the Missouri Disaster Medical Assistance Team (MO DMAT-1), and the Missouri Mortuary Operations Response Team (MO MORT-1). |
Julie KallasPreparedness Coordinator at Reno County Health Department

My name is Julie Kallas. I’m the Preparedness Coordinator at Reno County Health Department. I’ve been in Preparedness since 2018, my career began at a critical access hospital. I’ve been with Reno County Health Department for three years, and really enjoy Public Health Emergency Preparedness. I have done many things in my career, some of these include CNA work, operating room technician, materials management, quality control for dispatch, and labor in factories, and I hold an EMT license. When I was introduced to preparedness I fell in love with it, I dug right in and haven’t looked back since. I’ve had the pleasure of working with several community partners in Reno County. I’ve developed preparedness plans for ages 4 and up. I began this program with the intent to teach all the things I wish I would have learned in school, and to fill gaps in what my children are learning in school. I teach courses often to daycare providers and put on lunch-n-learn presentations for any organizations who reach out. I work with United Way on the VOAD (Volunteer Organizations Active in Disaster) and the Reno County Volunteer Center. I’m currently filming videos to teach preparedness topics such as how to cook with no power, and how to shop with limited means. There will be many more videos in this series, and they’ll be posted on social media. I’m passionate about meeting individuals where they are in life and giving them a helping hand surrounding how to be prepared for the real-life things that aren’t traditional disasters. An example of this is losing a drivers license, being underinsured, how to live in recovery and be successful. I’m always looking for more ways to serve the community, I love teaching and the ability to gain insight from others. I am a mother to four incredible children, my oldest is going to OU this year, and my youngest is in 4th grade. I enjoy spending time with my kids and husband going on day trips and spending time outside. The best thing I’ve had the opportunity to do in 2024 outside spending time with my family was going on two Caribbean Cruises. I didn’t realize I liked to travel, but now that I know I’m planning family trips, driving around the United States and seeing as many things as possible. |
Winifred (Winnie) WEstCISA Cybersecurity Advisor & Coordinator

Mrs. Winifred (Winnie) West serves as a Cybersecurity Advisor and Cybersecurity Coordinator for the state of Kansas which is part of Region 7 (IA, KS, MO, and NE) for the Cybersecurity & Infrastructure Security Agency (CISA), Integrated Operations Division. Based in Topeka, Kansas she supports the Department of Homeland Security’s (DHS) mission of strengthening the security and resilience of the nation’s critical infrastructure. Her programs include coordinating Cyber preparedness, risk mitigation and incident response. Mrs. West provides Cybersecurity resource briefings, Cybersecurity assessments, and Incident Response planning to the nation’s sixteen critical infrastructure sectors and state, local, tribal, and territorial government entities. Before joining CISA, Mrs. West served as the Cybersecurity Division Chief and Information System Security Manager for the Combined Arms Center at Fort Leavenworth, KS. In this role, she advised senior leadership on cybersecurity risks and the overall status of managed networks. She was responsible for overseeing the management, technical operations, performance monitoring, analysis, and execution of all cybersecurity functions related to the Combined Arms Center networks on the installation. |
Toreelyn (Toree) MurphyCISA Cybersecurity Advisor

Ms. Toreelyn (Toree) Murphy serves as a Cybersecurity Advisor for the state of Kansas which is part of Region 7 (IA, KS, MO, and NE) for the Cybersecurity & Infrastructure Security Agency (CISA), Integrated Operations Division. Based in Wichita, Kansas she supports the Department of Homeland Security’s (DHS) mission of strengthening the security and resilience of the nation’s critical infrastructure. Her programs include coordinating Cyber preparedness, risk mitigation and incident response. Ms. Murphy provides Cybersecurity resource briefings, Cybersecurity assessments, and Incident Response planning to the nation’s sixteen critical infrastructure sectors and state, local, tribal, and territorial government entities. Before joining CISA, Ms. Murphy served as a Cyber Operation Planner for the US Army Surface Deployment and Distribution Command at Scott AFB. In this role, she advised senior leadership on cybersecurity risks and assessed cyber risk to current and future operations to enable mission assurance. She was responsible for coordinating command response to cyber incidents and helping collaborate solutions to ensure the commanders transportation priorities and requirements were met. |
Tim MorganProtective Security Advisor (PSA) for Southern Kansas as part of the DHS Cybersecurity & Infrastructure Security Agency
Bio
Based in Wichita, KS, Tim contributes to the development of the national risk picture by assisting with the identification, assessment, monitoring, and minimizing of risk to critical infrastructure. Tim engages as a physical and technical security advisor with Federal, State, local, tribal, and territorial government mission partners and members of the private sector stakeholder communities. Tim joined DHS in October of 2022 with over 28 years of experience in Law Enforcement, Security, and Critical Asset Protection through a combination of Military and Federal service. Tim holds a Bachelor of Science Degree in Social Science from Thomas Edison State University, NJ and a Master of Science Degree in Security Administration from Southwestern College, KS. |
